Carbev signs mou strategies with vinafast, to establish a national ecosystem in the Philippines

CBev Transport Technology, Inc. (Carbev), a key player in the Philippines’ energy and sustainable mobility sectors, has signed a strategic memorandum of understanding (Mou) with Vinfast electric leather manufacturer in Hanofast, Vietnam. The agreement was created as a 2026 cooperation framework aimed at accelerating the development of a fully integrated electronic financial environment throughout the Philippines.
The partnership marks the most important cross-border relationship in the region, bringing Carbev’s market expertise and fleet solutions with Vinast’s Global and Technology capabilities. Through this partnership, both parties want to support the transformation of the country in a sustainable way while strengthening the foundation of the country’s adoption.
Mou’s signing was witnessed by members of the Philippine Project, including Department of Trade and Industry (DTI) Winston “Winnie” Capelo, Chairman of the Board of Philippine Pharma Procurement, Inc. (PPPI); Atty. ZOJ USITA, former spokesperson of the Franchising and Regulatory Board (LTFRB), and retired Lt. Gen. Greg Almerol, emphasizes the most important national and strategic cooperation.
Beyond its ambitions for travel, the partnership represents an important step forward in environmental sustainability, as both companies commit to reducing travel emissions and supporting national climate goals through clean energy performance.
Under the partnership, Carbev and Vinafast will work together to accelerate the transformation of the country in the continuous flow of electricity shares, the expansion of transportation systems and the movement of physical goods. This initiative is expected to play an important role in urban transportation systems, reduce greenhouse gas emissions, and support the Philippines’ long-term transition to clean energy. Since the transportation sector remains one of the biggest contributors to air pollution in major Philippine cities, this partnership directly addresses the urgent need to move to low mobility.

The agreement reflects the shared vision of establishing another Southeast Asian ecosystem for ESV Southeast Asia. This includes the deployment of electric vehicles across the country for transport operators, boarding platforms, logistics forces, and government agencies; electrification of highways; the provision of well-located charging stations; And the introduction of transportation solutions powered by vinast technology and Carbev’s extensive network. The partnership also emphasizes job creation and industrial development, supporting workers in the fast-growing green technology in the Philippines.

Beyond the operational benefits, the partnership directly supports the national government’s push for sustainable mobility. It aligns with key objectives under the Evida law, modernization efforts, and efforts to reduce carbon emissions in large urban areas. The initial rollout will begin in metropolitan areas, with nationwide expansion planned over the next several years. By integrating EVS into the regular travel system, the system is expected to significantly reduce heartland pollution and contribute to a healthy urban environment.
As next steps, carbev and vinafast will establish joint working groups to reduce operating models, investment structures, and delivery times. A technical and market readiness assessment will follow, with further announcements to be made when detailed strategies are finalised.
